President Nazarbayev and the Aga Khan congratulate each other and exchange signed copies of the International Treaty. Once the Treaty is ratified by at least two of the three Founding States, the University will come into being as a single legal entity in the region. The Charter provides for other countries to join as Participating States once the University comes into operation.
